This project is located in the middle section of the administrative landscape axis in Zouping, Binzhou City, Shandong Province. There are the People Park, county government and Yellow Mountain on the north side. The South side is the Sports Park, Yutu Mountain and Zu Mountain. The Regional of this projects has an strong public features. In order to achieve a connecting link between the preceding and the following, it design an axis through the building to open the view of the People Park and the Sports Park, and stream of people can through.

The large level of the building which faces to the north and south is located in the center of the axis, and it reminds people of the main entrance of the building. It also can lead people to get in. The huge pillars on the step support the colonnade space, and it is opening and brightly. The high dimension space has a shock effect, and it can be seen across the Sports Park or the People Park, which makes a good conversation between the two buildings.
