This project is located on the north side of the Daqing Road, west of the Nanjing road in Dushanzi district, Xinjiang province. Taking the overall rectangular shape as the leading, and combination the west side of cohesion with the east side of opening to enclose an open city square space.

According to the different use of the properties and the requirements of the logic function, public library is placed in the western, around the inner garden form a cohesive layout. Setting the reading room and other public space around the sharing space of the courtyard on the lower three floors. On the north side of the top-level is settled a centralized office management room. The central face the square is settled the activity center and conference room. In the east around the public open space has the exhibition halls and theaters. Its relative independence ensures the effectiveness of the use of public facilities and management.
